Results and Consequences of the U.S. Congressional Elections

This, however, does not automatically lead to enhanced cooperation between the White House and Capitol Hill. Just the opposite seems likely: we could see new conflicts between both sides on various issues, ranging from judicial nominations to tax policy. Accordingly, the success of the second Bush-Administration will depend on its ability to win support for its policies in Congress.
