The High-Level Political Forum on Sustainable Development

In 2013, the High-Level Political Forum on Sustainable Development (HLPF) held its inaugural meeting in New York. The HLPF has a mandate to provide political leadership in the implementation of sustainable development as well as integration, cooperation and coordination functions. To this end, it meets annually under the auspices of the UN Economic and Social Council (ECOSOC). As part of the three-day ministerial segment of the HLPF, the UN member states present national reports on their implementation of the 2030 Agenda (Voluntary National Reviews, VNRs). In addition, the status of implementation of a number of selected SDGs is reviewed in panels (thematic and SDG reviews), in each case taking into account interactions between the goals addressed and with reference to an annually defined overarching theme.
The HLPF also meets every four years for two days under the auspices of the UN General Assembly at the level of heads of state and government, who adopt a negotiated political declaration. The last SDG Summit took place in September 2023.
UN member states had agreed to review and adapt the working modalities of the HLPF at the end of the first four-year cycle. A SWP project analysed the negotiations on the first review of the HLPF (2019-2021). The publications can be found in this dossier.
