			<content:encoded><![CDATA[<p>The recently adopted EU-Russia Energy Roadmap until 2050 identifies the clear potential for EU-Russia cooperation in areas such as energy efficiency, electricity and renewable energy. Indeed, rising prices for electricity stimulate energy-saving programs at the company level and force the population to think about decentralized generation. The Russian energy market offers excellent opportunities as well as challenges. In order for both Russia and the EU to mutually benefit from cooperation, it is crucial to understand current trends and challenges. In the mid-term, electricity prices both for industry and private consumers will continue to rise and will reach EU levels in 2015–2016. Simultaneously, the increase of transmission fees in electricity prices in Russia will further stimulate the development of decentralized generation, which tends to be cheaper than centralized generation. Although these trends open new opportunities for bilateral projects, major problems, such as an incomplete legal basis and the prioritizing of administrative methods, remain in Russia. Moreover, policy on energy efficiency in Russia is slowed by the lack of long-term financial capital and the low qualification of energy auditors.</p>]]></content:encoded>

Member states of the European Union (EU) also play an important role in trade and policy issues, although attempts to change the existing dynamics could render the EU-Luanda relationship a more constructive and transformative engagement. As it stands, Europe has influence in rather limited areas of Angola's domestic and foreign policy, although the pressure points exist for the EU to take a more dynamic approach. Through the dynamic expansion of the national oil company's investments in diverse sectors, Sonangol is slowly but surely building an empire that extends throughout Africa, Europe, and Latin America. Luanda does not engage economically without securing a politically conducive environment – a tendency that will continue, given its need to ensure regime stability and the continued influence of the Dos Santos dynasty.</p>]]></content:encoded>

			<content:encoded><![CDATA[<p>In the 20 years since the UN Framework Convention on Climate Change was adopted, progress in global climate policy has been modest. Annual greenhouse gas emissions have increased by over one-third since 1992. Acute conflicts of interest remain a persistent obstacle. One of the few points of general consensus in the international community is on the overarching objective of limiting the temperature increase to two degrees Celsius.</p>
<p>If one is to accept key recommendations from scientific policy advisors, emissions will have to be reduced significantly between 2010 and 2020 to stay below the 2°C limit. Yet given that global emissions trends are moving in the opposite direction and will be impossible to reverse in a matter of a few years, this goal is patently unrealistic. And since a target that is obviously unattainable cannot fulfill either a positive symbolic function or a productive governance function, the primary target of international climate policy will have to be modified.</p>
<p>The express aim of this paper is to stand apart from the innumerable studies detailing theoretically possible measures to avoid crossing the 2°C threshold. Instead, it provides the first systematic analysis of possible options for modifying the 2°C target. A particular focus is placed here on the relationship between climate science and climate policy.</p>
<p>Since the EU brought the objective into the climate policy arena, the modification of the 2°C target carries the risk of damaging the EU's public image. Furthermore, it would lead to a debate over the easing of the EU's internal emissions reduction objectives which are directly derived from the 2°C target. This could become a highly controversial issue in the coming years, when the EU has to decide on its legally binding emissions target for 2030.</p>]]></content:encoded>

			<content:encoded><![CDATA[<p>Of all the states affected by the Arab Spring, Libya has experienced the deepest transformation to date. The diversity of actors emerging on the political scene is staggering. A confusing array of forces and institutional chaos are not the only reasons why external observers have trouble identifying and placing political actors in Libya. There is also a dearth of research on the political forces that emerged during the course of the revolution. The present study offers an analysis of the actors shaping events in Libya today, their interests and alliances, and the rifts that separate them.</p>
<p>The new Libya is deeply divided. Two opposing camps are emerging from a fragmented political landscape dominated by local actors. Representatives of forces presenting themselves as revolutionary seek root-and-branch renewal of the political and business elite to their advantage. They face a heterogeneous camp of established, moderate and conservative forces that seek to draw a line under the period of upheaval, and fear further loss of influence. This rift runs right through the General National Congress, but also between individual cities and tribes, and between different elements in the security sector. It will in all likelihood dominate the upcoming constitutional process. The question of the role of Islam contains much less potential for conflict. Another consequence of the civil war, the rise of local interest groups and the relative weakness of the central government, is likely to remain a defining feature of Libyan politics for years to come.</p>]]></content:encoded>

			<content:encoded><![CDATA[<p>The ceasefire between the Turkish government and the outlawed Kurdistan Workers' Party (PKK) is more than just a new attempt by Recep Tayyip Erdo&#x011F;an's administration to bring an end to the asymmetric war that has been waged for nearly 30 years in Turkey's predominantly Kurdish south-east. For the first time, the Turkish government has demonstrated its willingness to recognise PKK leader Abdullah Öcalan, who has been imprisoned since 1999, as the chief negotiator for the Kurdish side. Although the negotiations are being held as unofficial talks under the aegis of the Turkish intelligence services (MIT), the prime minister himself and members of his cabinet have directly commented on their progress. Of no less significance are the changes on the part of the Kurdish movement. Under Öcalan's influence, representatives of the pro-Kurdish Peace and Democracy Party (BDP) have backed away from seeking to establish a Kurdish national state. Öcalan himself has even been voicing doubts about the whole idea of the nation state as such. Thus, the outlines of a new vision for Turkey and for the country's future role in the Middle East, shared by the Turkish government and the militant Kurdish opposition, are beginning to emerge.</p>]]></content:encoded>

			<content:encoded><![CDATA[<p>The Islamic Republic of Iran is one of the last nation states to deliberately position itself strategically and ideologically in opposition to the United States. The reasons for this lie in the history of Iran in the twentieth century and – in the view of the regime in Tehran – in the Islamic character and specifically Persian features of the country. Thirty years after the Islamic revolution the Western world is still unsure what ideology the Islamic Republic of Iran espouses and hence which principles and goals guide its foreign policy. The spectrum of opinions ranges from mistrust of an Islamic regime and fear of religious fundamentalism to surprise at the pragmatism of Iranian foreign policy.</p>
<p>Depending on which of these perceptions prevails, this leads to two opposing assessments of Iran: either that its policies are dominated by religious irrationalism, which combined with the Iranian nuclear programme represents a global threat – adherents of this view believe the international community should rigorously oppose this programme; or the opposite view that ideology is only window dressing for a nation-state acting rationally in defence of its own interests. A closer look at the main priorities of Iranian foreign policy reveals that neither of these positions is tenable in itself.</p>]]></content:encoded>
